By the term “policy” we mean the set of measures taken, the methods and procedures followed, through which groups of people are organized and operate, in order to achieve in the most effective way the goals they pursue.

The policy is the point where the objectives are described as well as the procedures followed to achieve them. The policy defines the commitment of the Administration.
