On 26 September 2025, the EU-ALMPO project reached a major milestone with the successful completion of its Validation Workshop, held online and hosted by IRS (Istituto per la Ricerca Sociale). The event brought together project partners, national and EU-level experts, and Advisory Board members to review and refine the analytical and technological framework that will shape the future of Active Labour Market Policies (ALMPs) in Europe.
As a proud partner of the EU-ALMPO consortium, p-consulting actively participated in the workshop, contributing to the structured dialogue on how ALMPs can better respond to Europe’s evolving skills challenges.
Strengthening the EU-ALMPO Framework
The workshop focused on validating the analytical framework that underpins the development of the project’s AI-powered observatory and decision-support tools. Through interactive sessions and thematic discussions, participants assessed the framework’s clarity, relevance, and adaptability across diverse European contexts.
Keynote speakers from the World Bank, including Kenia Parsons and Sandor Karacsony, emphasized the global importance of ALMPs in promoting inclusion, addressing skills mismatches, and supporting workforce adaptability amid rapid technological and demographic changes.
Three Streams of Insight
The day’s discussions were organized into three thematic streams:
- Skills Mismatch & Policy Targeting: Led by IRS, this stream explored how ALMPs can better address mismatches and support vulnerable groups.
- Trends Shaping Labour Market Frictions: This session examined the impact of technological, green, and demographic transitions on employment dynamics.
- Determinants of ALMP Effectiveness: Gdańsk University of Technology presented findings from over 300 studies, highlighting key success factors in programme design and evaluation.
Technology Meets Policy
The University of Peloponnese showcased the project’s technological infrastructure, including the ALMPO Repository, Document Annotator, and the Wizard—a user-friendly tool designed to help policymakers create and evaluate ALMPs using real-time data and evidence-based recommendations.

The workshop validated the EU-ALMPO framework and reaffirmed the project’s potential to transform how labour market policies are designed and implemented across Europe.
